REMEMBERING RUGAGAZA, THE ENOCK OF OUR TIME WHO IS TAKEN UP
The death of Pastor Rugagaza, a great preacher of the century who practiced what he preached continues to dominate the thoughts and minds of the Banyamulenge world. The Public Arena of Banyamulenge is dominated by powerful Preachers most of whom are of international caliber. Unfortunately, although highly talented they did not have the opportunity to step into the international world of Evangelism due to living in an excluded and disconnected corner of the world.
However, suffises to say that they have transformed the landscape of Mulenge to the point that miracles, wonders and signs that have been performed in that region of the world can only be compared to what happened in the land of Israel during the time of great men of faith including Elijah, Elish, David, and Jesus just to name but the few. The tragedy is that the world will never know many of the Banyamulenge anointed preachers that would help in building world public's faith, by opening people's eyes and minds to see the things that they would not have been able to see on their own. That is what many Banyamulenge people have seen and experienced.
There have been people who did physically fly; inother words, being physically transported in air and flew from on mountainto on either in matter of seconds without being abord or on any aircraft. One of those living legends is SEBUKUBU. Bizarre as it may sound to a logical man, but it is nonetheless true! People have experienced numerous other miracles including getting water from nowhere, fire enlightening from no evident sources, not to mention countless Angelic visitations and interventions during war times.
All these and more happened and still happening because of the unwavering commitment of the great men of faith such as Rugagaza and others who have stood for what they believe in, and proclaimed the uncomprimised powerful word of God that changed and transformed people. They prayed powerful prayers in every forest, river, mountain, and village of Mulenge. Rugagaza is said tohave tested a glimpse of eternity as sat on his knees one morning planning to pray for only few minutes on his way back from leading cows to pastures, when opened his eyes, it was night time. He had lost count of time. As we mourn the geants in our midst, rest assured that Mulenge has been purefied, and made a sacred land that will never be conquered by any power of military force however mightier that would be. This is as true as the sun is to the sky!
Among the geant men of faith who changed the landscape of Mulenge each on his own right, specifically by introducing christianity, and organized churches and revival movements include but not limited to Kajabika, Matayo, Makombe, Mutanga, Nzamu, Mudagiri, and great preachers such as Rugagaza, Rujogoti, Kamburishi, Mahota, Ntagora, Sebitereko, Mugemanyi, Maman Domitila, just to name but the few, are now old, and some are passing away. But, they have sown good seeds, and have passed on their torches to a new generation of preachers and evangelists much more educated, ambitious and some still posing as sleeping lions, but will soon shake the world with the gospel as theharvest of their fathers' work.
The great men and women of Mulenge were never ashamed to stand by, in public for the sake of the Gospel, that is why God will always be committed to confirm it in their lives. For the Bible says: If you are ashamed of God, He will be ashamed of you (Matthew 10:32-33).
It is our duty as their sons and daughters, at the time such as this to spread the ministry of their testimonies, because to us and the world, their testimonies are faith boosters. The truth of the matter is that the testimonies of these great geants of faith of Mulenge illuminated and enlightened all of us to see what we would not have seen in the word of God, and in the world of religion.
The fact is, the Banyamulenge men and women of Faith have made an amazing journey of things as they faced the giant Goliaths of their time, tried, worked out their salvation, and are completing their journey one by one.
I believe that the results of their works are far from the understanding they had before they took action. They have established foundations for us the new generation, we can still witness the source that their faith was built on. Asfor Rugagaza, it’s not just the faith that he had to make him great, but the faith that coupled with his works, and his desire of rightsneous walk with God that overpowered his actions. He was known as the Enock of our time even among his collegues and neighbors! He had prepared his life resumé for all to read.
As we have seen in the life of David, he had a lifestyle that formed his character which made him the prime candidate to excersize his faith. Rugagaza have already prepared his life resume. He was marked by his order to His Godly walk and characterized by his demonstrated desire to live that out.
Rugagaza has certainly left his mark on the Banyamulenge society.
I would like to conclude by challenging you to ask yourself a few questions that you may answer yourself. Do you think that many people will recall your works, and walk with God in an impressive manner as they give your testimony atyourfuneral, and long after you are gone as is the case today for Rugagaza? Among the Banyamulenge individuals that are and will be famously known as great men whocontributed to their society, will your name bewrite in thathall of fame?If not why not? Now is your chance towrite your resumé not toget you the job, but to leave your memory on, and to help us build your monument.
I would like to conclude with the words that king David passed on to his son Solomon regarding how to lead his kingdom in 1 Chronicles 28:9-10
“As for you, my son Solomon, know the God of your father, and serve Him with a loyal heart and with a willing mind; for the LORD searches all hearts and understands all the intent of the thoughts. If you seek Him, He will be found by you; but if you forsake Him, He will cast you off forever. Consider now, for the LORD has chosen you to build a house for the sanctuary; be strong, and do it.”
Abana ba Banyamulenge, let us be reminded how great Our God has made our people and land special, and follow in the footsteps of our fathers!

RUGAGAZA, UN GEANT DE LA FOI MEURT A MULENGE
Dans le Katanga bambous, il y avait toujours 3 noms liés à l'évangile: David Mutanga, Jonas Rujogoti et Rugagaza. Et un quatrième profane, Kanenge, mais surtout humouriste, mieux le Coluche francais des années 80 pour ceux qui avaient l'âge de suivre la RFI ainsi que la télévision francaise. Kanenge a dit que le pasteur Mutanga conduira les autres dans le ciel mais que lui fera la marche arrière. Et lorsqu'il nous invita une fois à Bukavu à nous enseigner le livre le plus difficile de la Bible, l'Apocalypse, il nous dit que, sur l'inspiration satanique, les hommes ont peur de lire ce livre de Révélation des événements qui marqueront la fin du monde. C´était la phrase d'intoduction avant de disquer la prophétie Johannique par chapitres, chaque division avec son titre et suivie de commentaires savants, difficiles à comprendre par un débutant que j'étais et cela malgré mon amateurisme à l'art de la communication.
Mais le vieux pasteur s'attardant délibément sur les chapitres 6,9 et 11 par lesquels Jean raconte avoir vu un livre scellé de 7 sceaux, sceaux qui représentent mille ans de l'histoire temporelle de la terre. Les Mihuri saba, prêchait-il, dans un swahili hors de commun des mortels. Tout le monde fut suspendu à ses lèvres et un silence mortel mêlé d'angoisse s'invitant dans la salle au point qu'on avait horreur de tousser. J'eus devant moi un nouvel Albert Camus ou Emile Zola, un Munyamulenge qui n'a pas franchi le seuil de 6 année primaire.
Rujogoti Jonas, je le connais physiquement et l'ai entendu prêcher une fois. C'était la nuit. Il prêchait en faisant des courses entre les rangées, interpellant nommément les noms des femmes ou d'hommes, un vrai orateur. On le dit lui et le pasteur Mutanga être des neveux de Bagorora de la maison de mwa Nyamuhenda réputée célèbre dans l'art de la déclamation, chanter et danser à l'époque du paganisme. Les artistes sont donc partout les mêmes, dans le profane comme dans le sacré.
Quant à feu Rugagaza, je ne l'ai pas connu physiquement. Je l'entendais parler par les autres. On le disait beaucoup plus profond, plus intercesseur qu'orateur, calme, spirituellement autoritaire, aimé et admiré de tous. Qu'il repose en paix cette créature unique dans le sein d'Abraham et que ses oeuvres le suivent, aillent avec lui.

Ugiye gusesengura uzasanga inshuro izina “abanyamurenge” ryavugwa ga ryaragabanutse cyane mubinyamakuru, n’itangazamakuru muri rusange ibi bivugako ahari ntabishya dukora cyangwa dukorerwa. Ibi bintera kwibaza nimbi turi mu mahoro cyangwa twararambiranye.
Dore ibyo nasuzumye muri 2010 ndabigaya
1. Icyambere nuko nasanze twibagirwa vuba. Utekereje amarira twarize ubwo twari tumaze gutakaza abantu mu gatumba, wibwiragako ahari tutazigera tubyibagirwa. Ariko byarantangaje kubona nyuma y’imyaka mike cyane ishize tukaba tumaze kwibagirwa. 2. Uyu mwaka watangiye ndi imurenge naragiye gusura ababyeyi ariko nagezeyo agahinda karanyica ngatewe nuko twatereranye ababyeyi. Ni mutekereze igihugu kitagira amashure ntikigire ibitaro. Ikibabaje n’abana batuye hariya hantu avenir yabo igaragara ko nihatagira igihinduka itazaba nziza.
3. Icyanyuma n’uko abantu benshi baheze mumagambo , kwitana ba mwana byaragwiriye, abantu babaye banyamwigendaho. Buriwese n’atange umusanzu we twiyubake twubake n’igihugu cyacu.
Sinareka nanone kongera kubabwira ko bikwiriye gukunda ubwoko n’igihugu byaba ngobwa tukabyitangira. Ariko ikiruta byose nukubisengera igisubizo cy’ibibazo byacu kiri mubigaza by’uwiteka.
Ndangije mbifuriza umwaka mushya muhire, ibyatunaniye mugihe cyashize tubyigireho tubitunganye, tubikosore, twitange bihagije, twemere amakosa tuyasabire imbabazi, tubabarire, ubumwe n’urukundo biganze iwacu no mubacu.

A CHRISTMAS MESSAGE TO MY COMMUNITY
This message is intended only for Banyamulenge readers

I just wanted to take a minute and wish you a very Merry Christmas, Happy Holidays and also share what's on my heart right now. Years have come and go, and Mulenge is still in darkness even if many of us may celebrate it in the most lightness places of the world. Some among us, are still busy dividing the community, spreading the divisive messages, breaking the bridges that connect us with our neighbors, brothers and natural allies in the name of self-promotion and ignorance. Truth be told, we have the responsibility to take our future and destiny of our land into our hands, or we risk letting others define it for us. Let us take this blessed time to reflect once again on what we want the next Christmases to be for Mulengeans!
I know personally I have had Christmases in my life that were the happiest, especially when I was still living in Mulenge. Although with over 16 years living in the West some were quite good, but none can be compared KUMUKUTANO WA NOEL, where my favorite part of the ceremony apart from ibitaramo, and choir rehearsals (za repetitions), was MASENGESHO YURUKERERA UMWANA YAVUTSE!!!!! I'm sure many of you know what I mean.
I sincerely never had a single downright awful Christmas that I can think of during my youthful life in Mulenge. Yes, I experienced many Christmases with no money and presents were not an option for us. But, the biggest present was the joy of living in a peaceful and most loving, exciting and secure Mulenge environment!!! This is not being nostalgic, it is stating the fact.
Unfortunately though, the same can not be said for hundreds of Mulenge youth, women and men today who sometimes spend their chirstmas hiding in bushes, freezing in the cold, starving in refugee camps, and living without parents! Many of our people have been having sorrowful Christmas for the last few years that is plain and simple. Many are now depressed around this time of year due to what has been happening not only in Mulenge, but also to Banyamulenge families. I know that sometimes it is tempting to think that we no longer have anything to be grateful for. Boy would we be wrong!!! There is still a better Mulenge waiting to be discovered. But, we must take your responsibility as individual and collectively! I am here to tell you that one thing that we should always have and hope for is a vision that tomorrow or someday soon it would get better in Mulenge. But, it won't come cheap or be handed down to us on a silver plate. It will not happen by being fanatic, selfish or indifferent to one another. It will take a conscious effort to change, plan, and strategize.
Furthermore, for the pessimists among us, the handful of "not so great" Christmases don't even hold a candle or compare to the exciting ones we have experienced in Mulenge. Guess what? - it really will happen again!!! But it takes work. What will be your contribution? to sit, watch, blame or district? Or to wake up, with a resolve to do something about it?
For the last few years, I've seen Mulenge and its people go through the entire spectrum of up and down moment since 1996 and here is what I know:
If in your inner hearts you know that tomorrow, next month, next year and even next Christmas can be better than today, then you are on the track for many, many future joyous and exciting memories of Mulenge. But do notjust dream, do something.
Don't ever think, no matter how hard things are or appear to be that the best is behind us. Each of YOU not only deserve a better land, but can achieve a bigger future for you and your people. And I promise to continue to do my part ( however small) in helping Banyamulenge see the path and plan that can take us there. Mulenge will be once again a peaceful, joyful and fun place, only bigger and richer! The bucks start with you. It starts by NOT taking for granted what you have and where you live and who made that possible no matter the circumstances! Remember where you came from, how you were and how it was and what you would be to day if it wasn't for those who empowered you to be who you are today. Forgeting, ignoring or taking itfor granted IS THE BIGGEST OF THE SIN, AND THEMOSTDEADLY MISTAKE YOU CAN EVER MAKEON BEHALF OF YOUR PEOPLE! So, lighten up, and get a grip!
And one thing I know I want to remind everyone is to never ever forget all the things we need to be grateful for. Even in the toughest times. Finally, we should also be reminded that it is or was our UNITY, the love for each other, honesty, integrity and self sacrifice that made us great as a people, and realize that the opposite makes us weak, desoriented, hateful, miserable and hopeless.
So to my friends, my brothers and sisters, my readers and fellow Banyamulenge, let us be resolved to promote our unity, better integration and our dream for a better Mulenge land, and together we can!!!

RDC ARMED FORCES (FARDC) MULTIPLIES CIVILIAN ATTACKS IN BIJOMBO VILLAGES
As was reported recently in our news, the security continues to deteriorate in the high plateaux of Bijombo, district of Uvira, where most civilians from the Banyamulenge ethnic group are still victims of the ongoing conflicts in the region. These people, mostly pastoralists, have nothing to do with politics. Those who managed to escape, however, still face the same situation where their killers followed them even across the borders in the neighbouring countries like Burundi where many hundreds have been slaughtered in a refugee camp in August 2004.
Some of those who claimed responsibility in the killings, like Mr. Agathon Rwasa, still move around freely. Instead of being arrested and judged for his acts, credible sources say that this experienced killer, Agathon Rwasa, has found refuge in the Democratic Republic of Congo. The Banyamulenge community feel threatened by his presence in the region.
Last time we reported a transfer of some the FARDC army commanders in the high plateaux of Bijombo, causing increased fear in the Banyamulenge community of more insecurity and threats carried out by the government troops in their villages. This is seen by many as the continuation of some politicians’ plans, like ANZULUNI BEMBE from 1993, to exterminate the Banyamulenge under the pretext that they are ‘foreigners’ or just for who they are, like what Agathon Rwasa has done in Gatumba (Burundi) in 2004.
According to eye witnesses, there have been fights opposing government troops to FRF since Friday 03 December 2010 which took place in many villages in the area such as Irango, Kanyaga, Mugethi. Murambya and Kagogo where barbarian acts against civilian populations (arbitrary arrests, rape,etc.) are reported to be taking place.
Many people have also been wounded and houses have been burned down by FARDC troops. The whole area has no hospital, thus making it impossible to provide any medical help. There is also fear that HIV/AIDS may spread in the region as a consequence of the situation.
A day after 03 December 2010, that is 04 December, reports from the region say that fights are spreading in the neighbouring villages of Bijombo, Ishenge, Rusuku, where so much damage has been done and populations have been displaced.
All those innocent continue to call on MONUC to intervene and help them return in their homes and be protected as any other Congolese citizens. The government is accused of being responsible for stimulating hatred and conflicts among ethnic groups. Human right organisations and others such Red Cross, UNHCR and religious organisations call on the head of states of the region and to international community to help in solving this situation.

Le président du Rwanda Paul Kagame a reçu le prix de la paix mondiale
Ce jeudi 9 décembre, 2010 Le président du Rwanda Paul Kagame a reçu le prix de la paix mondiale qui lui a été remis par Mohamed Ali, président de la Fondation pour la paix mondiale et l’unité, à l’hôtel Serena de Kigali.
Ce prix lui avait été officiellement attribué à Londres, siège de la Fondation, le 23 octobre 2010.
Pour ceux qui peuvent avoir une certaine interpretation de ce que ce prix, il est un peu different du prix nobel de la paix, qui selon wikipedia, est donné à « la personnalité ayant le plus ou le mieux contribué au rapprochement des peuples, à la suppression ou à la réduction des armées permanentes, à la réunion et à la propagation des progrès pour la paix » selon les volontés, définies par testament, d'Alfred Nobel. Cela comprend la lutte pour la paix, les droits de l'homme, l'aide humanitaire, la liberté. Le président Paul Kagame est quand meme un des personalités qui meritece prix pour son role de retablir la paix au Rwanda, et contribuer aux demarches de la paix regionale avec son intervention au Darfur au Soudan.
Pour le prix nobel, c'est un prix de l'année qui peut être partagé entre deux, voire trois personnalités ou institutions ayant rendu de grands services à l'humanité par la voie diplomatique. C'est en 1901 qu'a pour la toute premiere fois attribué le prix noble de la paix.
Quant au prix mondiale de la paix, dite aussi international récompense les leaders du monde entier qui propose dans leurs travaux un changement considérable en faveur de la paix et de la réconciliation.
Ce prix a pour but de valoriser les réalisations exceptionnelles du leader rwandais, notamment son rôle dans la fin du génocide de 1994 contre les Tutsis et la reconstruction du pays en une nation plus harmonieuse, plus stable et plus prospère, a-t- on pu lire dans un communiqué du bureau du président à Kigali.

Le président de l' UDPS, Etienne Tshisekedi retourne pour sa candidature présidentiel
Le président de l’Union pour la démocratie et le progrès social(UDPS) Mr. Etienne Tshisekedi wa Mulumba agé de 77 ans et internel opposant Congolais rentre au pays pour tenter encore sa chance comme candidat présidentiel en RDC de Joseph Kabila.
Il se peut que ca fait plus de 3 ans que Mr.Tshisekedi wa Mulumba était en Europe pour des raisons de santé. Tshisekedi n'a jamais perdu son reve d'etre un jour le président de RDC, un pays qui jusqu'a présent n'a pas encore eu un président qu'il mérite.
Dans un entretien avec RFI« Je rentre avec beaucoup de plaisir et beaucoup de joie. Tchisekedi a exprimé son ambition en ces termes: « Je suis pressé de retourner dans mon pays, après trois ans. Trois ans c’est même très long. Il est temps que je rentre aussi pour m’occuper de mon parti. Je suis candidat à la prochaine élection présidentielle, l’an prochain. L’élection de 2006 a été couverte de beaucoup de tricheries. Nous n’avons pas été d’accord avec. C’est pour cela que mon parti s’est abstenu. Mais, étant donnée la manière catastrophique dans laquelle se trouve le pays maintenant, avec la gouvernance actuelle, je suis dans l’obligation de me lancer dans la politique avec les forces du changement, pour que ça change » (http://www.rfi.fr/afrique/)
Il reste à savoir si Tshisekedi aura cette fois-ci la chance d'acceder à ce poste de leadership, et s'il sera meme capable de diriger ce malheureux pays étant donné son age avancé. Mais, il reste sans doute le seul candidat qui a prouvé sa consistence politique au Congo.

LES SECRETS DIPLOMATIQUES DES USA RENDUES PUBLIQUE
Les Etats-Unis d'Amerique est devenu un des pays qui abritent un grand nombre des Banyamulenge. C'est ainsi que le journal Minembwe des temps en temps s'interesse a` informer ses lecteurs sur la politique Americaine. Alors, cette semaine, les informations a`la une,consiste des documents confidentiels du gouvernement des Etats-Unis publié par le site Wikileaks dire que l'année dernière, le secrétaire d'Etat américaine Hillary Clinton qui a chargé fonctionnaires de l'ambassade des États-Unis en Ouganda pour recueillir des détails sur les réseaux privés de VIP utilisé pour les communications officielles.
La divulgation de ces documents ont été publiées dans leur intégralité par le New York Times et révèle que la directive a été envoyée au personnel de l'ambassade de l'Ouganda, la République démocratique du Congo, le Rwanda et le Burundi.
Les fonctionnaires de l'ambassade ont été chargés d'obtenir des informations biométriques des personnalités de premier plan dans les affaires, la politique, l'intelligence, de l'armée, la religion et les principaux groupes ethniques.
Une autre demande câble fuite à la poursuite du Département d'État des rapports de renseignements biographiques et biométriques sur les Représentants permanents de l'ONU de l'Ouganda, Chine, Cuba, Égypte, Indonésie, Malaisie, Pakistan, Afrique du Sud, le Soudan, le Sénégal et la Syrie
La liste des informations sensibles réclamées par Washington à propos du Burundi, de la République démocratique du Congo (RDC) et du Rwanda paraît infinie. Dans un document de 10 pages, publié par WikiLeaks dimanche, l'administration américaine a détaillé, en avril 2009, tous les renseignements sensibles dont elle estimait avoir besoin sur la région. Le document est classé « secret d'État » et « noforn », ce qui signifie No Foreigners (non transmissible à des étrangers).
Selon la diplomatie américaine, les deux enjeux clés qui se distinguent sont les « ressources minières » et « les séquelles du génocide ».
En application de la directive National Humint Collection (« Humint » pour « Human Intelligence », renseignement humain), émise par le secrétariat d'État américain dirigé par Hillary Clinton, une foule d'informations est demandée aux agents américains sur le terrain.

THE HIGH PLATEAU OF BIJOMBO STILL UNDER CONSTANT ATTACKS
Despite a relative period of peace and some kind of security in most parts of the DRCongo, the Banyamulenge people in their area of High plateau of Bijombo continue to be the target of not only the negative forces, but also governmental forces. According to various sources from the area, a « situation of increasing insecurity is reported in the high plateaux of Uvira district, showing how peace is still far from being achieved in that region ». Reports from the ground comfirm that renewed fights opposing the government troops and the Gumino rebels (FRF) have been going on since last week in KIRUMBA village. Many people in the village have been wounded and hundreds of cows taken away to be slaughtered. Villagers were forced to leave their homes.
These innocent people wonder why the government is not doing enough to protect them, instead causing many of the troubles they suffer today. The majority of the victims are of the Banyamulenge tribe, a minority of Kinyarwanda-speaking Congolese whom, instead of being protected by the Congolese government, have been daily victims of its government's troops’ abuses and looting over a decade. Since 1996 countless people have lost their lives at the hand of the government, while the international community, does not seem to care much for the survivors whose rights are constantly violated by those supposed to protect them.
Sources from the area say that colonel Claude, from the Banyamulenge community who was much more trusted by them for their security and whose presence there has brought relative security since he replaced colonel Kasai, is soon to be transferred. Neighbouring villages,including but not limited to: Murambya, Nyakirango,Mugethi,Kanyaga,Kagogo,Masata,Kirumba,Gihamba,Gahuna,Maheta, Gatanga,Kinyoni,Bijombo ,Irango,Kajembwe,Masoro,Magunda and Ishenge, are also reported to have suffered the same fate. One of the disturbing facts is that, despite the many abuses from the government army, these poor villagers are the ones that feed them!
It is harder enough for the local population to feed themselves due to low harvest as result of constant conflict in the area, but they also forced to supply food to thousands of troops who sustain themselves by looting the fields of the locals.
An eye witness from one of the villages reports that a climate of fear reigns as more government troops keep being sent to the high plateau of Itombwe (Minembwe territory).
Some of the sad consequences are that many men and young men are being imprisoned for no apparent reasons while women and young girls are forced into sexual abuses every day. In addition to that, these villagers’ cows are getting slaughtered every day.
These people wonder how long this situation will last and when their cry for justice and peace will be heard! How long will take before the International community realizes that the Congolese government has failed in its responsibility to protect its own people. History is once again repeating itself in DRC as the government targets and victimize the population on regular basis. What happened in 1996 might happen again if nothing is done to stop these injustices suffered by the Banyamulenge people.

LA CHASSE AUX INTERAHAMWE FDLR RECOMMENCE BIENTOT
LES MINISTRES DE DEFENSE LE GENERAL JAMES KABAREBE ET CHARLES MWANDO SIMBA SE RENCONTRENT A KINSHASA POUR L'EVENTUEL CHASSE AUX INTERAHAMWE/FDLR AU CONGO
Voici ci-dessous la communiqué sur la rencontré de ces deux hommes.
« A l’invitation de son homologue Charles Mwando Nsimba, ministre de la Défense nationale et des Anciens combattants, le général James Kabarebe, ministre de la Défense nationale de la République du Rwanda a séjourné à Kinshasa, capitale de la République Démocratique du Congo, du 17 au 18 octobre 2010. Après l’échange des civilités, les deux personnalités ont eu une séance de travail le 17 octobre 2010, au Grand Hôtel Kinshasa pour passer en revue et évaluer toutes les questions de défense et de sécurité intéressant leurs deux pays respectifs.
En effet, l’on se rappellera que ce cadre de concertation bilatérale au niveau des ministres de la Défense avait été décidé par leurs Excellences, messieurs les présidents de la République Démocratique du Congo et de la République Rwandaise, en l’occurrence Joseph Kabila Kabange et Paul Kagame, qui sont déterminés à créer un climat de paix, de sécurité, d’entente mutuelle et de collaboration réciproque entre nos deux nations.
Aussi, les présentes assises font suite à celles tenues à Rubavu, en République du Rwanda, le 20 juin 2010, et à
Goma, en République Démocratique du Congo, le 26 juin 2010. Au cours des travaux de ce jour, les deux ministres, après avoir adopté le rapport des experts de deux parties, ont reconnu avec satisfaction les avancées réalisées dans la neutralisation et l’éradication progressive des groupes armés et forces négatives résiduelles qui écument encore la sous-région des Grands Lacs. Par ailleurs, ils ont réaffirmé leur volonté de continuer à oeuvrer ensemble, afin de ramener une paix totale dans les Grands Lacs et de favoriser ainsi les conditions d’un développement optimal et intégral des pays et peuples de la sous-région.
A cet effet, ils ont décidé de la tenue, dans un bref délai, d’une rencontre entre les chefs d’état-major généraux des Forces armées de la République Démocratique du Congo et des Forces de défense du Rwanda, afin d’examiner les menaces qui pèseront sur la paix et la sécurité de nos deux pays. Le ministre de la Défense du Rwanda a remercié son homologue de la République Démocratique du Congo pour l’accueil chaleureux, convivial et fraternel qui lui a été réservé ainsi qu’à sa délégation lors de leur séjour à Kinshasa. Enfin, les deux délégations se sont félicitées des résultats de leurs travaux, qui se sont déroulés dans une parfaite ambiance de cordialité et de sincérité ».

REMEMBERING LATE BENJAMIN SERUKIZA
October 6th,2010 marks the 1st anniversary of the tragic death of our beloved late Benjamin Serukiza, the former Vice governor of South-Kivu who played a major role in the struggle for freedom, and political emancipation of Banyamulenge people and the reconciliation of people of Kivu.
His story is still newsworthy, part of a tragedy that has always fallen on Banyamulenge emerging political figures. Only questions about his fate remain, ever since he died to brain cancer, while pursuing his medical care in the United States of America for over 3 months.
Journal Minembwe invites all Banyamulenge people to remember the deeds of Mr. Serukiza and keep his legacy alive. Although people forget quickly, there are those who try to keep his memory alive, including his daughter Solange Serukiza who has courageously reminded us about remembering her beloved father.
Mr.Serukiza's actions have a great impact today; they are proof that even one person can change history. They prove that one can be a politician and still be a a good born again christian as he was very well known to be. Serukiza proved by being the first Munyamulenge vice governor in Kivu that there is always hope for political liberation despite myriad difficulties of discrimination in DRC. Serukiza was also known for his civil courage, honesty, humanity, tolerance, eloquence and faith even when faced with a deadly disease. Late Serukiza stands for speaking out openly against injustice, intolerance, prejudice, bias and hate, which are still prevalent today in the Democratic Republic Congo.
His deeds remind us that even when evil seems insurmountable, one still has to try to overcome it. Today, that could mean taking a bolder stance against human right abuses and violence happening in our midst.
Spiritually speaking, Mr. Benjamin Serukiza is more alive than most of us who are still around living our ordinary, day-to-day lives. He is more alive than most of us, because of what he has done. Let us imitate him as we remember.

OPEN LETTER TO AFRICAN BROTHERS AND SISTERS

We all think about the multiple challenges of the African continent. The pessimism is everywhere on the continent when regarding the future. Nevertheless, we firmly believe that with determination and courage, Africa will come out of its misery.
We wanted to give a strong signal through the following letter that we send to all Africans.

WHEN WILL IT BE FOR AFRICA?
The catastrophic earthquake that rocked hard our brothers and sisters in Haiti, visibly saddened by this situation, takes us to the question as once expressed by the eminent professor, the late Joseph Ki-Zerbo. " WHEN WILL IT BE FOR AFRICA?’’ .
Some may wonder the reason for such a combination. Africa and the situation of Haiti have a common bond. Thus, we will finally try, to give an answer to this question that openly affects the moral and intellectual state of mind of all Africans and African descendants worldwide.
The evocation of the situation in Haiti refers to our new vision for Africa in its widest proportion. The approximation of the links between the mainland and all its sons in the Diaspora is the sine qua non condition to reconsider Africa in the international arena. The continent now has its own responsibilities in relation to its descendants worldwide. It is within this context that we see the Haitian drama. Indeed, Africa should assume the coordination of international assistance to the aid of this sister country, shaken by the severe earthquake. Just as the human rights of all Africans in the world would be the responsibility of the black continent. So, when will it to be for Africa? In his memorable speech in Accra, the first Black President of the United States of America did highlight, in general, the problem of institutional weakness. Several African countries this year celebrate the fiftieth anniversary of their independence in a continent still divided by armed conflicts, territorial disputes. A continent that shows its insensitivity related to a common policy, able to radically and positively change their lives. A continent whose youth is investing its future only in mass migration, wiping back the most incredible human humiliation in some host countries. The inaction has already lasted too long. So when will it to be for Africa?
Several African countries are literally sitting on the fire: Somalia, Sudan, Côte d'Ivoire, Guinea, Democratic Republic of the Congo, etc.. In Niger, we have just witnessed the eternal military coup that brings shame on our continent. In Côte d'Ivoire, while the elections of 31 October 2010 are pending, political intolerance reigns as a continuation of the attempt by the failed coup of September 19, 2002. Following the catastrophic failure of the "Machiavellian Linas-Marcoussis agreements," the OPA (the Ouagadougou Peace Agreement) also seems to obviously delay! Again, this country is pushed into the ashes of political uncertainty. Somalia disintegrated and forgotten by his own sons, is heading into an unknown goal. Sudan and Darfur will not make noise any longer since there is nothing new in there.... Democratic Republic of the Congo became the land of greedy predators, remains powerless because of his thousand troublemakers. Should we continue the list? When will it be for Africa? Our land, although blessed by the Nature, let her own offspring suffers of International begging, a social and economic misery that the continent should not have to experience ... Africa is driven into intellectual and moral poverty by his own sons, those then totally lacking of dignity. Some of them cling to power not only to help themselves, but worse, to serve their "bosses" who have already so much! Leaders, opponents, rebels are all guilty of the thousand problems experienced by the continent. And the African people are starving and come to die of most mundane diseases on this earth. No, we cannot accept the indifference, the slow extinction of the continent. We're not all subscribers to the deathly silence that kills our future and that of our children. So, when will it be for Africa? Are we perhaps expecting the savior of our land? A land which is at the same time, the global supply of cheaply raw materials, and where the abundance of trash is dumped in the greater immorality, waste of all kinds and from all sources ... And we continue to kill ourselves as if our world is a circus that only cares and serves for other people’s need of morbid spectacles. Why do we do that?
We have so many potential economic and human resources; from Egypt to South Africa, from Senegal to Ethiopia, Libya to Côte d'Ivoire, via Morocco, Congo, Nigeria, Tunisia, Cameroon, Gabon, Rwanda, etc.. Which African country would be there in normal times, totally dispossessed? No! So why such an incredible and awful situation in the continent? Why are we willing to play this scene which is so outrageous while we do deserve the first place on this earth? All around the world, Africans are used to "keep on begging", while bilateral and multilateral development assistance are increasing on the continent over new mining and petroleum sites. So they ask us, when will then come your development?
The first remedy is the mentality. Our schools should teach about Africa. In Europe they are still studying fascism and Nazism, it helps to understand the evils of the past and build the future in an atmosphere of tolerance and peace. In Africa, the themes based on the characters such as Kwame Nkrumah, Patrice Lumumba and Thomas Sankara are hardly taken into account in schools. And why such a denial of our history? Are they revolutionary? Therefore we must explain to our students what all these personalities were and what they meant! In the political area, all recent democracies based on the West style are almost in trouble. If we believe that Western democracy is a hindrance to our growth, then let us take a step back, and return to the past way, opting for democracy under the Baobab. This represents a guarantee of respect for hierarchies at all levels, be it political and social. Otherwise, why do we always copy from some social models? When we speak of mentality, we do well allude to the anarchy created by some political systems in our countries. Democracy as we see in Africa is a great danger against our existence: small countries with over one hundred political parties, not to say a hundred tribal or religious parties! Where are we going to with all this? We are continually struggling in economic areas while our governments’ members are increasing: 20, 30, even 40 ministers, what purpose? Donors and lenders do stimulate us in the process of borrowing more and more: the vicious circle of debt of Africa does not even mention about good governance ... but applauded for this stupid democracy "divide et impera.’’ (Divide and rule).
Well, we're not going to be only criticizing what is wrong. Aware of our deep feelings, we just humbly tell you, with utmost sincerity and greatest intellectual pride that Africa has arrived! Yes, dear brothers and sisters, our continent has arrived with the speech of his first black son, who became President of the greatest world power.
Some have misinterpreted the choice of President Barack Obama on his first visit to black Africa. In his speech, USA president stressed the need to form strong democratic institutions in the continent. By choosing to travel to Ghana, Mr Obama has indirectly asked Africans to follow the unification of Africa advocated by Kwame Nkrumah of Ghana at the time of independence. There is no solution to underdevelopment without political unification of Africa. Hence, the need to form strong institutions, capable of defeating all attempts at destabilization future. Speaking freely to Africans, the American president could not find a better forum that Ghana's inspiration for African Unity.
2010-2020: A DECADE OF CONCRETE ACTIONS
The great African solidarity in view of the Haitian situation demonstrates that we have the capacity to solve our problems without always waiting for external assistance. However, we have seen yet, the dispersion of our forces and energies. Aid to Haiti has not taken any policy coordination. Given this fact, we will take action on the immediate establishment of an independent institution managed by Africans of all political leanings, social and religious. Africa needs all his son to overcome countless challenge. Thus, the first institution that will emerge for the new Africa will be the AFRICAN EMERGENCY AND CO-OPERATION FUND ( AECF) the AFRICAN FUND for simplicity. We do not want to create acronyms, but dynamic and functional services institutions in the image and needs of our people. This fund will eventually be the only institution that takes care of everything, in parallel and independently to all other institutions that operate on the continent. All Africans, all sensitivities are invited to invest in the new vision we intend to make to change the image of the continent. We will not be available to useless talk, or to the attention of everyone, aware of our intentions, look for harmful ways to extinguish the torch of Africa, gathered as one. We want active men and women and people who are keen in helping the continent through their ideals of a respected and united Africa, aware of its strengths.
The first action will be the fight against corruption and the strengthening of justice in every country in Africa. The African Emergency and Cooperation Fund is the case of African Peoples, of all those who suffer in silence between the two faces of a rich continent, but poor at the same time, united but still at war. We will hold governments and state institutions to follow us. Government does work for the people, not against the people. There is no opponent for personal ideas, but to defend the interests of the community. The African Fund will be the wave of the People and the African Diaspora. Yes, Africa has arrived! We intend to conduct an effective war against our poverty, our misery and our divisions.
EFFECTIVE FIGHT AGAINST CORRUPTION
Our action will be awareness to all Africans against endemic corruption that is killing our countries. We will establish in all African countries observatories against all forms of corruption. Our actions will be unlimited, and in all areas:
Corruption, Justice, Education, Health, Foreign Affairs, environment, etc.. Every African individual, from wherever he or she is, must contribute.
So, dear brothers and sisters, we invite you to already take in account the new African reality. Nobody will work for free for the happiness of Africans. We tend to talk about technology transfer. You should know what to do with technology. What could we do with the technology of a highly industrialized country? We cannot transfer nuclear technology to use to harvest our cocoa or our coffee! The technology adapts to an appropriate situation. It is up to Africans to produce the technology necessary to work on coffee and cocoa crops, as well as the conservation of plantain or yam. We have the raw materials, the products of the basement and then let us train our researchers so they can find the right tool for the processing of these products. That is what the new Africa intends to do. Our pride in being African passes through the adoption of new attitudes of cooperation. We would be even prouder when we see Algerians and Egyptians all united, Ethiopians and Eritreans, Rwandans and Burundians, Libyans and Chadians, Muslims and Christians in Nigeria, all united around a common development project for Africa. That is our mission, that of cooperation in peace for the respect of Africa and Africans worldwide.

Our action will be awareness to all Africans against endemic corruption that is killing our countries. We will establish in all African countries observatories against all forms of corruption. Our actions will be unlimited, and in all areas:
Corruption, Justice, Education, Health, Foreign Affairs, environment, etc.. Every African individual, from wherever he or she is, must contribute.
So, dear brothers and sisters, we invite you to already take in account the new African reality. Nobody will work for free for the happiness of Africans. We tend to talk about technology transfer. You should know what to do with technology. What could we do with the technology of a highly industrialized country? We cannot transfer nuclear technology to use to harvest our cocoa or our coffee! The technology adapts to an appropriate situation. It is up to Africans to produce the technology necessary to work on coffee and cocoa crops, as well as the conservation of plantain or yam. We have the raw materials, the products of the basement and then let us train our researchers so they can find the right tool for the processing of these products. That is what the new Africa intends to do. Our pride in being African passes through the adoption of new attitudes of cooperation. We would be even prouder when we see Algerians and Egyptians all united, Ethiopians and Eritreans, Rwandans and Burundians, Libyans and Chadians, Muslims and Christians in Nigeria, all united around a common development project for Africa. That is our mission, that of cooperation in peace for the respect of Africa and Africans worldwide.

ANOTHER SHAMEFUL UNITED NATIONS' REPORT
Recently, the UN has been threatening to publish a Report accusing Rwandan army of killing hutus refugees in DRC. Instead of ensuring the security of people in Eastern Congo as promised, they are once again shifting the attention of the media and turning back on people, this time publishing what is well known to be a false Report about Rwandan soldiers' involvement in the so called genocide of Hutus in Congo.
The Congolese army, the Mayi Mayi militia, and FDLR genociders continue to do what they have been doing for years_killing,raping and looting in DRC. However, none of this seem to matter for UN. There has not been any report of UN of such atrocities by the above mentions elements, even in a time where they work closely with them under MONUC.
It is upseting but not surprisingly so, to notice how the UN would give any credibility to a report by a biaised, so called human right organization that falsely accuse a well known disciplined armed Rwandan forces to involve themselves in gross human right violation in Congo during their mission to overthrow the notorious dictator in DRC. Mobutu who was a channel of Congolese wealth to Western power was pretty much a good asset for the world's sherrif. Overthrowing him was indeed the most unforgiveable act that one can do. Guess who did it again? the same force that stopped another shameful act that seemed to catch no interest for the UN and the world's powers.
Only a blind, deaf and ignorant person with little or no knowledge of Congolese army, and militias such as Mayi Mayi would clear them from massive violation that they are known for. That too,is what the so called UN report is attempting to do.
To remove the responsibility of Congolese and militia forces, and blame the victim. One has to wonder to whom the so called UN report will be reported and for what purpose?
Everyone knows the immorality and corruption of Congolese military whose regular activities involve looting, and raping even as the report was being written. It is commonly acceptable behaviour for Congolese soldiers to rape women and kill innocent civilians not to mention corruption causing even more hunger and poverty related deaths. These shameful acts, have been a part of their culture and identity. Those who are looking for those responsible for the killing of hutu refugies victims of cholera, and other related diseases should start by investigating who were the refugees, why were they and who was responsible to take care of them. It does not seem to bother UN that the majority of the so called hutu refugees were mass murderers with blood all over their hands, and guns on their backs, who were fighting for the Mobutu government while benefiting the UNHCR protection as «refugees».
Should we assume that the UN had no knowledge of these fighting soldiers who were on their payrol? Or,it would rather pre-emptively strike before someone asked why would the UN feed and host a group of rebel/militia accused of genocide under the umbrella of «refugees». In fact,if there is any critic to the Rwandan government in this matter, mine would be why did they shy away from accusing the UN for promoting and supporting militias such as interahamwe by calling them refugees while they were openly fighting against them supporting Mobutu regime? But there again, knowing that the accused is at the same time the juge, my critic would be quickly withdrawn.
Moreover, it does not take a genius to know that hundreds of thousands of Congolese and refugees died as a direct result of war related death such as malnutrion, untreated diseases, cholera, rapes and violence mostly done by Congolese army and rebels such as Mayi Mayi, and interahamwe. Rwandan soldiers are known to have stopped genocide in Rwanda, and overthrawn the dictator Mobutu in a very short period of time. That is why they were in DRC. All those who know them very well including the UN, they know how disciplined, and professional they are beside being brave. It is by the way the same reason why the UN has ccontracted them in some of the most important UN missions of to day.
It is also important to underline a question of motive and intent, that disqualify and questions the credibility of the so called UN Report. The Rwandan army had no intention nor motive to kill refugees in Congo or civilian refugees. It is well known that they did not even venge themselves against the Hutus who clearly and publicly massacred their brothers and sisters, when they had the power and reason to do so. Why would they kill Hutu refugee civilians while they were protecting a good part of them in Rwanda?
In fact, it is well known that the Congolese soldiers who were under the leadership of Rwandan soldiers were always punished and reprimanded for violating the rights of civilians. Despite a well guided and endoctrined hatred against Rwandans and Tutsis in particular among Congolese, every honest congolese admit that only Rwandan soldiers would not hurt or harm civilian population on their way to battle, contrary to their Congolese counterparts. The UN recruitment of Rwandan soldiers serves a good example of this truth.
The same misguided sources of UN report had always shouted loud lies to whoever wanted to listen to their lies how the Rwandan army raped Congolese women,even though the facts and undeniable evidences clearly testified that it was the Congolese army and militias. Furthermore, even from cultural perspective, it is a fact that Rwandans rarely marry Congolese women, while the Congolese dream of marrying Rwandan women. Not only that Rwandan soldiers are deeply disciplined, but, there is also social and cultural evidence that suggest that there is even less interest in Congolese women in the first place leave alone rape them. The Rwandan soldiers were accustomed to a policy of Zero tolerance to not only rape which guaranteed a death penalty, but even adultery during the period of war was harshly punished. The same cannot be said about Congolese soldiers and hutu rebels whose daily routine is raping Congolese women even today.
In light of these facts, it is desappointing that the UN, and some human right organizations have allowed themselves to be manipulated by their extremist workers or anti-semitist who lack professional objectivity in their misguided and politically motivated reporting. These organizations while claiming to be human right oriented, they have been deceived over and over by extremist Congolese and Hutus who either work for them or lobby them. Not to mention that they really got what they were craving for, namely, reasons to peinte Rwanda with a tarnishing image.
It is also sad that they have taken adventage of the naivity of Rwandan government and Rwandan Civil society who ignored multiple false reports by these misguided hardcore haters of Rwanda and Tutsis both regionally and internationally. They decided to be silent to the propaganda of extremist media, as though everyone in the world would also pay no attention. In Rwanda, people seem to not pay a close attention to what the extremist have been doing using the media as their weapon.
In fact Rwanda should have seen this coming when they neglect to quickly react to false reports from extremist media, to the point of getting UN stamp as credible sources. Knowing the facts is not enough, the burden to clear one's name against false accusation showing the facts is on the shoulder of the accused not the accuser.
It should also be mentioned that this UN Report is another way for the western powers to fight against the current Rwandan government that they very much would rather see collapsing or ineffective like many other African governments. Rwanda is now a success story in the world for its development, growth, and leadership that has been focused on the well being of its people contrary to many countries in Africa. The western powers that have enjoyed the corruption and incompency of much of African leaders, cannot stand to see an African nation proving them wrong. Only a naive person would believe that the western powers including the UN wish to see a responsible government in Africa.
When it became evident that Rwanda was in its way to development, western nations started by withdrawing their so called Aids in order to make it harder for the Rwandan government to prosper, and to sabbotage Kagame's Regime. They cannot also tolerate an African president who does not adore or worship them as they are always used to elsewhere in Africa. This is a whiteman's complex, to be revered as the best despite their hypocrical and selfish policies contradicting their publicity of saving angels. President Kagame is known for his stand on complaisancy. He does not hide under the rug, and suck up the hypocritical treatement of the Westerners. That too seems to be another reason not to tolerate his regime. He puts the westerners in their right place, which is why they always look for reasons to cut the Aid assistance to Rwanda, despite Rwanda being a good example that should be rewarded if it wasn't for the Western hypocrisy.
Unfortunately for them, that too failed. Rwanda proved them wrong once again with their resiliency and their sens of leadership, despite million of challenges. They manage to do more with less. No wonder this report is given an undeserving attention. It is desappointing that U N gives less attention to alarming and warning reports of human rights violence such as potential massacres, or genocide before they happen, and enjoys watching them unfolding, and shamefully blaming the victims afterwards.
This organization needs to review its moral mandate and its damaged credibility due to such kinds of politically motivated reports.
One can only finish by telling Rwandans that this too will pass; because it is not surprising that an organization that ignored, encouraged, and facilitated the implementation of genocide for 100 days would conspire to defeat those who bravely did what they failed to do. Rwandan forces saved lives of million lives who would also have perished had it been left to UN's wish and willingness. That is a fact. To UN, one can only say shame on you for your persisting immoral actions and cowardness. This report will only emplify your immorality and prove your insensitivity and cruelt to Rwandan survivors of a UN supported genocided.
UN ignored its reports warning for a potential genocide, and let the genocide happen on its watch, until RPF stoped it, that too, is a fact. But, this shameful report shall pass too!!! The UN might be strong, but the truth and integrity is much stronger.

A RENEWED VIOLENCE AGAINST BANYAMULENGE PEOPLE
Militia attacks including Mayi Mayi and Interahamwe have resumed and the insecurity situation continues to worsen in Minembwe.
In the first week of September, a suspected armed man who could have been either a militia or a government soldier broke into an office of a local NGO, ( UGEAF ) and lotted but thankfully no one was killed during what appeared like the armed robbery.
In addition, in another area of Mulenge, more than 200 hundred cows were forcefully taken away from their owners by Interahamwe militias after killing one person and gravely wouding others including Mr. Musoni, the father of Pastor Camarade who was taking care of cows in Mibunda.
In the meantime, another 28 years old young man,Mr. Mukiza Bidogo, the son of Mr. Elias Ndacyahwa was assassinated by a government soldier who was stealing sheep in Kahololo village.
Furthere more, in recent weeks, a group of armed forces of Burundian hutu group was reported to have arrived in Malungu (Mulenge), claiming to be looking for a base so that they might attack Burundi. The arrival of these armed militias has once again made the Banyamulenge worried about their safety as their territory is becoming once again a combat field.
The local population is calling the Congolese government to take action as swiftly as possibly or make it clear whose side are they on.

UNE AUTRE ATTAQUE A MINEMBWE
Le 2 Septembre vers 21heures 2010 des hommes armés ont attaqué un bureau d'une ONG locale du nom de UGEAFI, et ont commencé de terrer des balles sur la porte et L'interieur du Bureau. Selon les informations sur terrain, certains des aggresseurs parlaient la langue Kinyarwanda, ce qui fait les gens a` conclurer qu'ils sont plus probablement les hommes de PARECO qui sont actuellement a` Minembwe dans le cadre de KIMIA II ou les membres du FDLR.
Depuis 2002, des violentes persécutions anti-Banyamulenge ont éclaté dans l’Est du Congo, plus précisement dans le territoire de Minembwe. Des maisons ont été brûlées, des bien pillés, des femmes et filles constament violées, des gens massacrées, des troupeaux ainsi que leurs belgers tués par des differents forces negatives inclus mais pas necessairement limités aux forces de Mai Mai, des FARDC, et autres ennemis de Banyamulenge, rebelles comme gouvernementales.
Comme conséquence, des centaines de villageois ont été forcés de se réfugier dans des camps des refugies aux pays limitropha pour leurs securité après des attaques répétées.
Ce récent événement dramatique qui eut lieu a' la veille de l'ouverture school a amené nombre de gens à se questionner sur la motivation de ces attaques. « Ces attaquants ne sont pas des bandits ordinaires, ils semblent obéir à une mission » témoigne un des ressortissants de Minembwe.
“Nous pensons qu’il pourrait y avoir quelque chose à voir avec l'agenda de déstabiliser les habitants de Minembwe, qui ont stigmatisé les forces negatives et gouvernementales” suggere un des éditeurs du Journal Minembwe.
Techniquement, d’après le rapport d’enquête sur terrain, les éléments de Mai Mai, PARECO, FARDC entrent d’abord dans un village. Ils rejoignent ensuite les autres troupes en place, les autres suivent ensuite et commencent leur travail de destruction massive. On se demande quels sont les rapports scholaires avec les rebels, ces enfants Banyamulenge qui eux aussi ont droits a` l'éducation ? Ils méritent eux aussi d’être bien traités et respectés.
Le Journal Minembwe dénonce avec toutes ses energies ces actes ignobles et demande au gouvernement du RDC d'intervenir le plutot possible si jamais il n'est pas aussi impliqué. Les Banyamulenge et les habitants de Minembwe ont aussi besoin de la paix et la sécurité. Leurs enfants doivent aussi étudiés comme les autres.

SURVIVORS AND VICTIMS OF GATUMBA MASSACRE OF BANYAMULENGE REFUGEES IN BURUNDI DESERVE JUSTICE
Six years have passed since 164 Congolese citizens under the protection of the United Nations High Commission for Refugees (UNHCR) in the Gatumba refugee camp in Burundi were killed, some burned alive, on 13 August 2004. Hundreds of others were injured. The overwhelming majority of victims – many of them women and children - belonged to the Banyamulenge community. The victims had sought refuge in Burundi to escape from political oppression in South Kivu, Eastern Democratic Republic of Congo.
A report dated 18 October 2004 jointly produced by the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), the United Nations Operation in Burundi (ONUB) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) concluded that the attack was clearly directed against the Banyamulenge refugees and, apparently, ethnically and politically motivated. Various sources, including the above UN report but also a report by Human Rights Watch, compiled credible evidence leaving little doubts over the responsibilities in the massacre. The available evidence clearly indicated that the Burundian Forces Nationales de Libération (PALIPEHUTU-FNL), the Forces Démocratiques de Libération du Rwanda (FDLR), the Congolese army (FARDC) and Mayi Mayi militia were directly involved in the Gatumba massacre. The UN report asserted that many of these foreign armed groups operating in the eastern Democratic Republic of the Congo and Burundi border region harbour resentments against the targeted group and others such as FARDC and Mayi Mayi militia may have political motives for preventing the refugees from returning to the Democratic Republic of the Congo. PALIPEHUTU-FNL, then a rebel movement led by Agathon Rwasa, openly confessed its responsibility in this massacre. The ideology underlying the commission of the genocide in Rwanda one decade earlier was evident in the perpetration of the Gatumba massacre in August 2004. The UN report documented the fact that the attackers chanted such slogans as “we will exterminate all the Tutsis in Central Africa”; “kill these dogs, these Tutsis”; “today, you Tutsis, whether you are Rwandese, Congolese or Burundian, you will be killed”.
The massacre was widely condemned by several countries from around the globe as well as by supranational institutions such as the African Union, the European Union and the United Nations. Many of them pledged to support endeavours aimed at bringing the perpetrators to justice. The United Nations urged the countries in the sub-region to cooperate in investigating the massacre and bringing perpetrators to justice. Six years after the event, no single step has been taken to deliver justice for the slain and surviving victims of the Gatumba massacre. The uproar that accompanied the commission of the crime has faded and victims face the sad prospect of never seeing justice done. The peculiar circumstances of a crime committed against Congolese citizens, on Burundian territory, by Congolese national army and armed groups reportedly originating from three different or neighbouring countries of the region complicate, if not annihilate any prospects of domestic prosecutions against perpetrators of the crime. Victims are nonetheless still crying for justice. The inaction of Burundian, Congolese and other sub-regional authorities imposes a duty on the international community to get actively involved in delivering on the promise of justice made to them in the aftermath of the crime.
UBUNTU is one of the only few actors who have constantly tried to remind the international community of this unfulfilled promise. It is an international peace-building and non-profit organization based in Brussels. The organization aims at promoting sustainable peace and development in the Great Lakes region. Since its creation, UBUNTU has been actively involved in initiatives aimed at preventing violence, sustainable peace and conflict resolution in the Great Lakes region of Africa. UBUNTU membership includes individuals who survived the massacre.
Taking note of the fact that perpetrators of this massacre continue to enjoy impunity, UBUNTU, on the sixth anniversary commemoration of the Gatumba Massacre of Banyamulenge Refugees in Burundi, urges:
The international community to deliver on the promise of justice made to survivors of the Gatumba atrocities.
The United Nations to use all appropriate means to bring Agathon Rwasa and other perpetrators of the massacres to justice.
The Burundi, the Democratic Republic of Congo and other sub-regional countries to cooperate in rehabilitating the victims.

Un mois auparavant, soit le 30 juin, ce fut le tour de notre pays, la RDC qui, sous un défilé militaire imposant, célébré son 50ème anniversaire. D’ici la fin de l’année, ce sera au total 17 pays africains qui auront célébré leur 50ème indépendance. Cet événement qui marque l’année 2010 vaut la peine de retenir notre attention en ce jour du 12ème anniversaire du RCD, notre cher Parti. Car, notre but c’est conquérir le pouvoir et de l’exercer en vue de la transformation de notre Nation. Avec 9 pays voisins, notre influence jailli à coût sur eux et notre position géographique aidant, c’est toute l’Afrique que nous influencerons.* Ainsi donc, le leadership du RCD en RDC dotera ce dernier d’un leadership capable d’influencer l’Afrique Centrale, Orientale, Australe, Occidentale et même Nordique. Telle est notre vision et notre noble ambition. Le contexte nous a donc poussé à retenir pour thème de cette année "Le leadership congolais et africain après 50 années d’indépendance".
Certes, nous ne ferons pas un exposé académique, mais nous puiserons dans les faits au quotidien ce qui n’a pas marché et retiendrons ce qu’il nous faudrait. En clair, il s’agit d’éveiller la conscience des membres du Parti, de la Nation Congolaise et de l’Afrique sur le type du leadership qu’il nous faut si nous voulons que qualitativement les vies de nos peuples changent. Les prochaines 50 années, il y en aura c’est sûr et nous célébrerons le centenaire des indépendances. Ça c’est la quantité. Mais faudra-t-il assumer un bilan aussi lourd négativement en ce moment là ? Non. Il nous faut réfléchir et nous engager sur d’autres voies qui garantissent la transformation de nos sociétés et le bien-être de nos populations. Quand je parle du leadership africain, je vois cet ensemble des Chefs et des responsables qui ont de l’influence sur les populations et qui ont le pouvoir de décider journalièrement sur le sort des celles-ci. Certes, il y a en premier lieux les Chefs d’Etats et/ou de Gouvernements, mais il y a également tous les détenteurs de pouvoir ; du pouvoir législatif, exécutif, judiciaire, aux niveaux national, provincial et local. Il y a aussi les leaders dans l’opposition et ceux de la Société Civile qui exercent une certaine influence sur la vie au quotidien. Célébrer les 50 années d’indépendance nous imposent de définir le contenu du nouveau leadership pour la RDC et l’Afrique, mais voyons à présent, brièvement, ce qui a caractérisé le leadership congolais et africain pendant le premier cinquantenaire. Chers Invités, chers Camarades, Alors que nous avons eu des leaders dans tous les coins de l’Afrique qui ont défié la colonisation et promu des valeurs africaines et humanitaires dont l’Unité et la bonne gestion en leur début, l’Afrique a aussitôt déchanté quelques années après. De Nkrumah, Lumumba, Kenyatta, Nyerere, Nasser et bien d’autres ont été de leaders porteurs d’une bonne vision pour l’Afrique, mais leur rêve n’a pas su être porté pour longtemps.
Dans les 50 années qui suivirent l’indépendance, nous avons assisté en général à une Afrique de mauvaise réputation, dictature, partis uniques et absence de démocratie, tribalisme, corruption, questions identitaires à l’excès, insécurité, conflits armés et guerres civiles, malnutrition, mortalité infantile et taux de mortalité en général très élevé, absence de soins de santé en général et de maternité en particulier, analphabétisme et insuffisance de l’Education, enrichissement sans cause et illicite des dirigeants, impunité et déficience de justice… Tous ces maux sont l’antithèse du bien-être de la population.
Le leadership Congolais et africain du premier cinquantenaire semble avoir raté son but, celui de réaliser le bonheur de peuple africain.
A présent que tout cela est connu, que l’Afrique donne l’impression de se réveiller, qu’il est organisé des élections un peu partout, il reste évident néanmoins que le chemin est encore long à parcourir. Pour éviter un autre cinquantenaire raté, il nous faut travailler et nous décider sur un leadership efficace qui va transformer la RDC et l’Afrique. Nous sommes les Nkrumah, les Lumumba, les Kenyatta, les Nyerere, les Nasser, et tous ces pères des indépendances de notre temps. Ils sont passés et nous devons changer le présent pour que les générations futures nous fassent figurer du bon côté de l’histoire comme pour paraphraser le Président Obama s’exprimant sur l’Afrique à la prise de ses fonctions. Chers Invités et très chers Camarades, La RDC et l’Afrique ont une mission dans ce monde, ils doivent l’influencer positivement. La RDC et l’Afrique ne sont pas maudits comme d’aucuns le disent, non, nous ne sommes pas maudits. En effet, s’il est vrai que dans notre sous-développement il y a aussi la part des autres, mais il est tout aussi vrai que la cause première demeure en nous. Car, beaucoup l’ont déjà dit, la crise de la RDC et la crise de l’Afrique, c’est d’abord une crise de leadership, viennent en suite le reste. Le jour où nous réglerons le problème de la crise du leadership, ce jour là la solution sera à la porte. Ceci est aussi et fut le cas un peu partout dans le monde. Lorsque un pays trouve un leader, une équipe des leaders ou des leaders appropriés, qualifiés, son sort changé, que ce pays soit situé en Orient, en Occident, au Nord ou au Sud. C’est cela la leçon de l’histoire du monde et de l’histoire du leadership. Pour changer le visage de la RDC et de l’Afrique, il nous faut des leaders, des hommes et des femmes visionnaires, plein d’amour pour la RDC et pour l’Afrique, intègres et honnêtes, assoiffés de la justice, capables de sanctionner, des modèles pour les autres. Ils doivent être au dessus des intérêts partisans de leurs clans, de leurs tribus, de leurs provinces d’origines. Ils ne se gênent pas d’apprendre constamment des autres. Ils sont démocrates, communiquent et vivent les valeurs démocratiques comme la tolérance, l’alternance, la transparence. Les leaders dont l’Afrique a besoin sont ceux qui prêchent par l’exemple et qui vont au-délà de la rhétorique, ceux qui se contentent de leurs revenus et qui ne s’approvisionnent pas indûment dans le trésor public y puisant pour eux seuls des ressources prévues pour le partage de l’ensemble de la population. Ces genres des leaders pratiquent la bonne gouvernance, savent rendre compte et défendent de bonnes causes. Les leaders dont la RDC et l’Afrique du nouveau cinquantenaire ont besoin sont ceux cumulent les valeurs humaines, intellectuelles, morales et spirituelles et même chrétiennes. L’absence de certaines de ces valeurs dans le chef de leaders le rend déséquilibrés, incomplets et inefficaces. Ces valeurs sont la substance et l’âme de la société, sans elle, elle se meurt brutalement ou même à petit feu. Notre Président de la République a eu des mots justes, lorsque, le 30 juin dernier, présidant la cérémonie du 50ème anniversaire à Kinshasa, a soutenu dans son discours que pour les 50 années à venir, il nous faut une résolution morale. A mon avis, ce fut la partie la plus importante de son discours car elle juge le passé et fait des promesses pour l’avenir ; pourvu qu’elles soient tenues ! A l’avenir donc, le sort du peuple congolais dépendra pour beaucoup de la réalisation de cette résolution morale. Et cela vaut également pour l’Afrique. Quand je pense au retard du Continent, ceci me fait penser au livre de l’un des célèbres spécialistes du leadership John C. MAXWELL dont l’intitulé est ″Leader à 360° ″. L’Afrique a effectivement besoin des leaders à 360°. Pas lent, parce qu’il se fait tard sur l’horloge de l’humanité et le reste du monde ne sait pas trop nous attendre. Quand je pense aux ressources naturelles de l’Afrique, immenses et variées, je constate qu’elles enrichissent le reste du monde sauf ou beaucoup moins l’Afrique. Il faut des leaders qui, tout en privilégiant les règles de la coopération internationale mutuellement avantageuse surtout dans le contexte de la mondialisation, renversent néanmoins le pyramide en ceci que les richesses de l’Afrique doivent plus servir au développement du Continent, et le reste en plus. L’attitude de nos leaders doit changer dans des négociations internationales. Ils doivent être présent aux rendez-vous et négocier avec une attitude mûre de partenariat avec le reste du monde qu’il s’agisse des questions relative au prix des minerais, l’environnement, l’énergie… et même plus tard de l’eau Cette attitude est celle qui doit remplacer celle permanemment demanderesse, attentiste, dépendante en tout, surtout en besoins humanitaires. Pour y arriver, l’autre valeur est le travail dans la discipline que nous n’avons pas le temps de développer. Au seuil du nouveau cinquantenaire des indépendances africaines, la crise de leadership doit cesser et laisser placer au leadership ultime. La sécurité physique, l’alimentation, l’éducation de base et à d’autres niveaux, les soins de santé primaires, la lutte contre la malaria et le sida, l’assurance médicale, le salaire décent des fonctionnaires, des enseignants, des magistrats, du personnel soignant, le respect des droits de l’homme… doivent être atteints comme objectifs prioritaires de nos leaders. Comme vous le savez, l’indice Mo Ibrahim évalue les progrès nationaux réalisés dans les cinq domaines suivants, qui constituent, ensemble, une définition globale de la bonne gouvernance à savoir : le développement économique durable, le développement du facteur humain (la santé et l’éducation), la transparence et la responsabilité de la société civile, la démocratie et les droits de l’homme, le respect des lois et la sécurité. Il faut reconnaître avec Mo Ibrahim que les performances de gouvernance d’une grande majorité des pays africains sont à la hausse. Cependant, il faut maintenir et consolider cette tendance. Parfois, il y a de ces pays qui surprennent par le niveau de leur rigueur et de leur discipline, c’est le cas de l’Île Maurice qui occupe la première place de l’Indice Ibrahim 2008 de la bonne gouvernance avec un score de 85,1 (2ème année consécutive), c’est le cas du Ghana qui, comme déjà dit, devient une référence en matière de démocratie, c’est aussi le cas de la Tunisie, par son niveau de vie, c’est le cas plus du Botswana, pays africain sans dette avec 7 milliard de dollars américains de réserve, qui a réussi sa politique de lutte contre la corruption, c’est également le cas du Rwanda choisi pour référence en la journée internationale de l’environnement, en reconnaissance à sa politique réussie de la suppression des sachets en plastiques, sources des maladies… Il y a bien d’autres qui se distinguent de plus en plus et c’est encourageant. La RDC, notre Pays, autant que d’autres pays africains, a du retard à combler. Nous devons hâter nos pas pour ne pas âtre compté le dernier mais le premier en Afrique. Nous avons la capacité humaine et des ressources naturelles à hâter notre développement et à être compétitifs tant au niveau africain et même au niveau du monde. Si le Canada, l’Afrique du Sud et la Corée du Sud qui étaient au même niveau économique ou moins que nous en 1960 comptent respectivement comme membre du G8, de la première puissance économique africaine et comme 10 puissance économique du monde c’est-à-dire, 50 ans après, dans les 50 ans à venir, en nous réveillant et conduit par un leadership efficace, nous pourrons soit les égaler, soit les surpasser car nos ressources humaines et naturelles sont quasi intactes. Chers Invités, Chers Camarades, Parler de la RDC, c’est aussi évoquer les enjeux d’un futur proche : les élections 2011. Auront-elles lieu à date ou non ? Le Gouvernement affirme qu’elles auront lieu à temps. Mais sur le terrain, il y a plusieurs problèmes politiques non résolus, et rien ne semble présager du respect du calendrier : la CENI dont la loi, avec ses imperfections, vient à peine d’être promulguée, les opérations de recensement des électeurs qui peinent à avancer, l’invalidité des anciennes cartes d’électeurs, l’absence du recensement général, la mise en cause du système proportionnel par certains courants politiques, la révision constitutionnelle et controversée, la non application de la décentralisation pourtant consacrée dans la Constitution, la non libération de 40% de rétrocession due aux provinces, la non érection en provinces des anciens districts considérés constitutionnellement comme province, la non prise en charge de l’enseignement primaire par l’Etat selon la Constitution, le non éclatement effectif de la Cour Suprême de Justice en Cour Constitutionnel, Cour de Cassation et Conseil d’Etat… A toutes ces provisions constitutionnelles non respectées, à tous ces retards de calendrier et à toutes ces autres questions liées au changement des options politiques qui ont fait l’objet de consensus pendant la Transition s’ajoutent les questions du budget des élections qui s’élèvent à plus de 700 millions de Dollars américains. Mon point de vue est que ces questions que je viens d’évoquer sont tellement importantes pour la Nation que je suggère au Président de la République d’ouvrir des couloirs des discussions, d’échanges et des concertations avec la classe politique congolaise, toutes tendances confondues, pouvoir et opposition, qu’elle soit institutionnelle ou non. C’est aussi cela l’autre sens du leadership car, il est de ces questions qui dépassent le cadre formel du cercle de pouvoir et qui nécessitent d’écouter l’autre car la faim, la soif, la maladie, l’insécurité… attaquent tout le monde qu’il soit du pouvoir ou de l’opposition. Il est de ces questions qui nécessitent la recherche d’un consensus national même si la majorité est à même de décider sans consulter et même sitelle est le reste libre de décider après la concertation. En particulier, lorsqu’il s’agit des questions qui ont été difficilement fiscellées par un consensus national, disposer de la majorité ne suffit pas pour qu’à tout le moment, l’on puisse défaire ce consensus. La culture démocratique voudrait donc que ce genre des questions ne soient réglées ni par défi, ni par règlement de compte encore moins par sanction… Dans le contexte de notre jeune démocratie, j’en appelle donc à la sagesse du Pouvoir pour le règlement de toutes ces questions en vue d’une continuation du processus démocratique sans retards importants ni précipitations outrées. La RDC aujourd’hui, c’est aussi l’appel à lancer au Pouvoir en vue du règlement des problèmes de la population au quotidien, dans la quasi totalité des secteurs, celui-ci avançant vers la fin de son mandant quinquennal. En effet, de domaine à domaine, les défis restent immenses. Les nouvelles qui viennent du Gouvernement Central et des Gouvernements provinciaux n’indiquent pas des avancées notables en matière de bonne gouvernance car la corruption et la non transparence dans la gestion ainsi que l’absence des sanctions restent monnaie courante. Nous avons noté avec intérêt le fait que plus de 900 magistrats vont devoir débuter leur carrière. Par rapport au besoin de la distribution de la justice dans notre pays, ce nombre est très important, quoique insuffisant. Mais le problème primordial ce sont les conditions de vie des magistrats. Si elles ne sont pas améliorées en termes de logement, de salaires, de transport… ces nouveaux magistrats seront méconnaissables sur le plan d’éthique et le produit - la justice qu’ils vont administrer aux patients d’injustices – qu’ils soient veuves, orphelins ou autres sera périmé. Ce qui est dit pour les magistrats est mutatis mutandis valable pour les autres catégories des agents de l’Etat de tous les secteurs Education, Santé, Fonction Publique… Car le rendement y est de qualité trop insuffisante à cause des conditions de vie et de travail très précaires. Il en est ainsi, pour le niveau de l’éducation qui a baissé, du Primaire à l’Université. Des produits comme l’eau potable et l’électricité continuent à faire défaut malgré le fait que nous ayons le 2ème Fleuve le plus long du monde et l’un des barrages les plus puissants du monde. La faim atteint nos campagnes et nos villes alors que nous comptons des lacs parmi les plus poissonneux du monde (Lac Tanganyika) et la terre fertile au point de nourrir plus de 2 milliards des personnes là ou nous ne sommes qu’à peine 70 millions de personne… Que dirais-je, le temps me manque pour parler de nos minerais dont la liste s’élève à plus de 1.000, je pense un cas unique au monde, de la forêt équatoriale qui concurrence l’Amazonie et dont l’oxygène nourrit les poumons des êtres de ce globe terrestre sans nous rapporter assez…, ou encore parler de la Sidérurgie de Maluku dont les installations extraordinaires ne produisent pas toujours de l’acier pour notre développement ni les installations pétrolières de Moanda qui chôment injustement, sans parler de la Miba qui se meurt… Le Gouvernement doit agir et agir vite, sinon…… Et pourtant il y a des domaines où le Gouvernement a réussi et est à félicité comme le programme PPTE avec l’effacement de la dette ou la sécurité à l’Est (de manière relative) ou encore la paix et la coopération régionale. Avec la même volonté et la même détermination, disposant désormais des moyens supplémentaires, du fait de cet effacement de la dette, le Gouvernement doit réellement et résolument s’engager dans le changement du social du congolais. Sur la question du retour des réfugiés, les avancées tripartites RDC-HCR et certains de pays voisins sont encourageantes mais il faut l’effectivité de ce retour de ceux de nos compatriotes qui sont dans les pays voisins notamment l’Uganda, le Rwanda, le Burundi, la Tanzanie et le Congo Brazzaville. Ce retour doit avoir lieu avant les prochaines élections. Quant à l’insécurité due aux forces négatives LRA, ADF-NALU, FDLR, le Rassemblement Congolais pour la Démocratie estime qu’il est nécessaire de poursuivre les combats contre eux tous, tout en limitant les dégâts encourus par la population civile. Pour y parvenir, les FARDC devraient être pris en charge davantage, respecter les droits humains et être appuyés par les forces de la Monusco. Il faut garantir davantage la liberté d’expression. En particulier, sur le chapitre des Droits de l’Homme, les enquêtes judiciaires sur les assassinats devraient avancer et même aboutir pour régler le problème de l’impunité et prévenir d’autres meurtres prémédités. Le cas de l’assassinat de Monsieur CHEBEYA reste le thermomètre de la de la volonté politique de mettre fin à l’impunité à travers un procès juste et équitable. Les cas des assassinats des journaliste à Kinshasa et à Bukavu, le cas des assassinats à Beni et Butembo qui s’élèvent à 17 depuis peu et même le cas de mon propre grand frère mort assassiné à Uvira il y a de cela une semaine et demie et bien d’autres méritent que la justice fasse son travail en toute indépendance, avec des moyens conséquents pour mettre fin à la mort des innocents. Plus la sécurité va augmenter, moins le taux de mortalité sera élevé. Cela vaut autant pour les conditions et règles de transport fluviale, aérien et terrestre qui conduisent à des bilans macabres assez fréquemment. Il faut ramener la mort dans sa dimension inhérente à la vie humaine et réduire sensiblement le taux de ces morts provoquées ou dues à la négligence où à l’absence des moyens financiers en rapport avec les soins de santé. C’est cela respecter le droit à la vie qui est le premier des droits garantis par notre Constitution et par la Déclaration Universelle des Droits de l’Homme. Chers Invités, Chers Camarades, La journée du 2 août nous rappelle la vision des fondateurs du RCD en vue d’apporter le changement dans notre pays. Ce furent la même vision que celle de nos pères de l’indépendance. A 12 ans, nous avons le devoir de mémoire de nous rappeler tous les sacrifices et risques encourus par les membres du Parti, alors mouvement de libération et ce, à tous les niveaux. Les uns sacrifièrent leur temps, d’autres sacrifièrent biens, d’autres encore sacrifièrent même leurs vies pour la cause de libérer la Nation Congolaise. Il est évident qu’à chaque étape de son existence, telle un enfant en pleine croissance, le RCD a influencé positivement l’environnement socio-politique et économique. Ce fut le cas lors de la gestion de 5 ans de la moitié du pays où le RCD guidé par l’esprit de bonne gouvernance avait mis en œuvre la décentralisation et la rétrocession progressive allant jusqu’à 60% en faveur des provinces, créant des richesses et améliorant la vie au quotidien. Ce fut également notre ligne de conduite pendant la Transition où notre présence au Gouvernement, au Parlement et dans les Institutions citoyennes se fait encore parler d’elle en termes d’apport en matière d’éthique dans la gestion de bonne gouvernance et de la démocratie. L’histoire retiendra que c’est grâce notamment à l’action du RCD que la démocratie a enfin vu le jour en RDC après 40 ans de dictature et des régimes voisins. Les élections de 2006 nous ont légué un statut d’opposition au niveau national et dans la plus part des provinces. Nous nous efforçons constamment à jouer ce rôle dans la démocratie en dénonçant le mal du pouvoir et en reconnaissance le bien de celui-ci. Nous exerçons une opposition constructive en attendant de gouverner seuls ou en coalition, après les prochaines élections. Le temps que nous passons en dehors de la gestion quotidienne des affaires publiques nous permet de mieux observer les erreurs des gouvernements, pour mieux faire le jour où nous y serons de nouveau. C’est cela la démocratie et c’est cela l’alternance. Dans les provinces où le Parti codirige avec les autres, nous demandons à ceux qui nous y représentent de garder les principes et l’esprit fondateurs du parti pour tirer vers le haut leurs collaborateurs en privilégiant l’intérêt général. Chers Invités, Chers Camarades, Nous avons un potentiel important à sauvegarder, constitué des nos 15 sièges à l’Assemblée Nationale, 7 sièges au Sénat et 41 sièges dans les Assemblées provinciales. La sommation de tous ces sièges fait de nous le troisième parti en importance dans les institutions nationales et provinciales. Le saviez-vous ? Bientôt ce sera les prochaines élections. En dépit des aléas et des problèmes politiques déjà évoqués, nous devons nous préparer dès à présent, jour et nuit, pour multiplier le nombre de ces sièges à autant de fois que de besoin. Sans oublier les élections municipales et locales. Pour y arriver, nous devons nous mobiliser, monter des stratégies et les mettre en œuvre. C’est vous, c’est nous tous qui devons y travailler. Dès ce jour, s’il faut diminuer le nombre des heures de sommeil, nous devons le faire pourvu que ce temps nous serve à travailler et à trouver des solutions de victoire. La victoire du RCD aux prochaines élections, c’est l’affaire de nous tous, c’est une affaire qui nous concerne tous. Tous nos organes seront mis à contribution, le collège des fondateurs avec le sang neuf, le comité exécutif qui sera bientôt renouvelé et qui constitue notre Gouvernement de l’ombre, le conseil politique en vue de contrôle et le congrès qui arrive à maturité d’être convoqué 5 ans après, pour prendre les orientations fondamentales du parti. Nos deux branches, tels nos bras, à savoir la Ligue des Jeunes et la Ligue des Femmes vont nous servir pour consolider les membres existant et recruter les nouveaux membres dans tous les coins et recoins non seulement de la capitale mais également des provinces. Le parti compte beaucoup sur ces deux Ligues qui sont les moteurs du changement tant à l’interne qu’à l’externe du parti. Saviez-vous qu’une étude récente a démontré que l’implication importante des femmes dans le leadership féminin réduit la corruption à 30% ? Et que dire de la jeunesse, ce fer de lance qui, sous d’autres cieux, a fait se preuves portant des partis politiques de l’opposition au sommet du pouvoir pour obtenir le changement. Nous les félicitons pour ce qu’ils font déjà. Nous devons faire envahir nos idées et nos idéaux, surtout notre idéal dans des villages, cités et des villes entières, auprès des Universités et Instituts Supérieurs ainsi qu’auprès de tout homme majeur et les engager à nous apporter leurs voix. C’est la sommation de toutes ces voix qui vont nous porter au pouvoir et c’est alors que le vrai changement débutera dans ce pays. Là se trouve niché le travail des fédérations, des sous-fédérations et des comités locaux ou de base qui vont traduire dans les faits ce discours ambitieux et visionnaire du leadership. Comme je le disais au début, lorsque nous aurons transformé la RDC, les 9 pays voisins seront influencés positivement et à leur retour, ils affecteront avec nous le reste de l’Afrique dans tous ses 4 points cardinaux, en partant du centre. Cette vision, nous devons la garder, prêt à la transmettre aux générations futures pour faire durer le changement dans le temps. Telle est notre mission, telle est la raison d’être du RCD et tel le pourquoi de son existence. Chers Invités, Chers Camarades, Permettez-moi de reconnaître que nous célébrons cet anniversaire dans le climat moins tendu que l’année passée. Sans vouloir revenir au passé, des Camarades crurent bon d’apporter des changements par la force, puis par la justice espérant qu’elle donnera tort à celui qui a raison et raison à celui qui a tort. Ils ont en tort d’y croire. Plus d’une année après le début de cette dure épreuve, ni l’une ni l’autre voie ne leur ont porté bonheur. Aujourd’hui, avec le temps, nous nous sommes certainement tous rendu compte de l’évidence selon laquelle les divisions ne payent pas sauf en ce qu’elles fragilisent d’une part le parti et que rien ne peut remplacer l’Unité du Parti, d’autre part. Voilà pourquoi, tel les paraboles de Jésus Notre Seigneur sur la brebis perdue ou sur le fils prodigue, nous sentons le devoir de lancer encore l’appel du berger, malgré la présence de 99 brebis dans l’enclos, et sommes prêt aller chercher celle qui n’est pas et à accueillir celui qui était parti malgré le possible mécontentement du fils qui était resté à la maison. Puisse cet appel être entendu pour la poursuite du rêve de nous tous. Sinon, il serait à regretter que nous atteignions notre rêve commun de départ sans eux. Chers Invités, chers Camarades, Le temps est venu pour remercier tous ceux qui ont contribué à la réussite de cette journée dont principalement le comité organisateur auquel je demande de se mettre débout pour les applaudissements. Je remercie également les responsables des fédérations et des ligues ainsi que des amis qui ont travaillé pour la mobilisation de toute cette assistance. Je remercie aussi tous ceux qui ont contribué avec leur argent, leur temps, leurs talents et leur énergie pour la réussite de cette journée. Les visiteurs nous ont honoré et qu’ils en soient félicités. Le RCD étant un parti basé sur des valeurs, sa devise étant la Bonne Gouvernance et sa vision étant la Transformation de la RDC en vue du bien-être de tous les citoyens, clôturons cette cérémonie en prenant date et rendez-vous avec l’histoire. Un jour, tous ces rêves cesserons d’être slogans et deviendrons réalité au bénéfice de la Nation. Que Dieu bénisse le RCD, Que Dieu bénisse la RDC, Je vous remercie.
